Jorge González Caro es el Representante Nacional del Fondo de Población de las Naciones Unidas, UNFPA en Venezuela desde el 31 de enero de 2011.

Ejerció cargos de gerencia pública entre 1994 y 1999 entre los que destacan Sub-Secretario de la Asamblea Legislativa del Estado Miranda y Director de Secretaría del Congreso Nacional. Fue consultor y director externo del Grupo Social CESAP. Ejerció durante 30 años la docencia y la investigación en varias universidades e Institutos en el área de planificación sobresaliendo la UCV, la UCAB e IVEPLAN. Forma parte del Equipo de País del Sistema de Naciones Unidas (SNU), coordina el Grupo Interagencial de Programas (GIP) y lidera el grupo asesor sobre el NEXO entre la acción humanitaria, el desarrollo y la paz.

Jorge González Caro es de nacionalidad venezolana, graduado en Matemáticas y Computación del Instituto Universitario Pedagógico de Caracas en 1983, es Especialista y Magister Magna Cum Laude en Gerencia de Programas Sociales de la UCAB, además tiene estudios de Post Grado en Filosofía y Lógica de las ciencias; Gerencia de Supervisión; Liderazgo y Asuntos de Población de las Universidades de Tennessee, Cranfield y Costa Rica. Por otro lado, habla español, inglés y francés.

He is the only Venezuelan to head a United Nations agency in Venezuela.

Originally graduated in Mathematics, he also holds a Master degree in Management of Social Programmes from the Andrés Bello Catholic University, has other postgraduate studies in Philosophy and Logic of Sciences from the Central University of Venezuela, Population and Demography from the University of Costa Rica.

He has completed extension and expansion courses at the Fundación Escuela de Gerencia Social, ILDIS, the Staff College of the United Nations, the School of Management of Cranfield University in the United Kingdom, Maryville College and the University of Tennessee in the USA and the INCAE Business School of Costa Rica.

He has more than 20 years of experience working with the UN system and 13 years in UNFPA, he is currently the Head of the Venezuela Office. From the Venezuela UNFPA office, he has promoted the concerted strategy for the reduction of maternal mortality, the National Plan for the Prevention of Adolescent Pregnancies, the route to reduce the gaps in attention in Gender- Based Violence, provided technical assistance to the INE for the implementation of the National Census and has directed the implementation of the Humanitarian Response Plan of UNFPA Venezuela since 2019.

As chair of the Interagency Programming Group, he has been responsible for leading the design of three cooperation frameworks for Venezuela. Jorge is an active member of the UNCT, the HCT and is the chair of the Nexus Humanitarian Development Peace Nexus advisory group.
